Hong Kong's Regulatory Update for Green Fuel Bunkering Expansion

Instructions

Hong Kong is proactively adjusting its legislative framework to accommodate the burgeoning demand for environmentally friendly maritime fuels. These proposed changes are crucial for the city's strategic positioning as a major center for green fuel bunkering in the Asia-Pacific region.

Charting a Greener Course: Hong Kong's Bold Steps Towards Sustainable Shipping

Expanding Maritime Horizons for Eco-Friendly Fuels

The Hong Kong government has initiated a series of regulatory modifications across six pieces of subsidiary legislation. These adjustments are designed to substantially increase the port facilities and sea space dedicated to green maritime fuel bunkering, a direct response to the escalating global demand for sustainable shipping solutions.

Key Legislative Revisions to Facilitate Growth

The proposed amendments encompass crucial ordinances, including the Pilotage Ordinance, Immigration Ordinance, Dangerous Goods Ordinance, Shipping and Port Control Ordinance, and Merchant Shipping (Local Vessels) Ordinance. These comprehensive revisions are set to streamline operations and enhance the city's capacity for green fuel services.

Significant Increase in Bunkering Area

A cornerstone of these legislative updates is the planned expansion of the designated sea area for green maritime fuel bunkering. The area is projected to grow from an initial 645 hectares to an impressive 2,877 hectares, providing ample space for increased bunkering activities.

Strategic Adjustments to Port Infrastructure

To support this expansion, the government plans to introduce seven new anchorages and redefine the boundaries of eight existing ones. Additionally, three anchorages previously designated for dangerous goods or specific services will be converted into versatile multi-purpose anchorages, optimizing their utility for green fuel operations.

Relocation and Optimization of Hazardous Facilities

In a move to enhance safety and efficiency, a dangerous goods anchorage and a specific bunkering zone located near residential areas are slated for removal. Concomitant changes will be implemented across other anchorages and bunkering zones to ensure a seamless transition and improved urban planning.

Formalizing Traffic Management and Fee Structures

The government also intends to formalize two current recommended traffic separation schemes into statutory local schemes. Furthermore, a revised fee structure for government mooring buoys will be introduced, ensuring fair and transparent charges for port users.

Bolstering Hong Kong's Green Maritime Leadership

These measures are integral to Hong Kong's vision of solidifying its status as a leading green maritime fuel bunkering hub. By adapting its infrastructure and regulatory framework, the city aims to attract more vessels transitioning to lower-carbon fuels, aligning with global environmental objectives.

Industry Collaboration and Future Outlook

The Transport and Logistics Bureau has engaged in extensive consultations with key stakeholders, including the Legislative Council's Panel on Economic Development, various maritime organizations, and representatives from the fishing community. This collaborative approach ensures that the amendments effectively support the global shipping industry's shift towards more sustainable energy sources.
